In the name of Allah, the Most Gracious, the Most Merciful.

His Excellency Li, Vice President of the People’s Republic of China! On behalf of the people of Afghanistan, I welcome you and consider your visit a very important step and a symbol of cooperation between Afghanistan and China.

Regarding the three documents that were signed, I will explain them to you briefly. The first document concerns the physical security of our people. These scanners will reassure the people of Kabul that machinery, vehicles, and individuals entering the city can be fundamentally inspected by our police and National Security. This is a major step in the physical security of our people.

The second step concerns our social security. Today, we are witnessing that the Chinese government is providing 500 million Yuan, equivalent to 79 million dollars, to help us build 10,000 affordable housing units.

Who will utilize these houses? In the first instance, the families of the martyrs of our National Army, National Police, and National Security. The state’s contract with the families of our martyrs is a comprehensive social contract, and we stand by it. Secondly, we hope that all civil servants of the government and all our defense and military personnel will gradually become homeowners. This step will be taken based on established principles, Inshallah.

The third point is our social capital. Attention to Afghanistan's education and higher education ensures that we possess the human capital that is both professional and carries a national commitment.

Remarks by the Chinese Vice President during the ceremony:

"China is a good partner of Afghanistan and the Chinese are the good friends of the Afghan people. The agreements that we have signed are tokens of friendship and the profound feelings between the two peoples. It is our sincere hope that the cooperation between us and the assistance that we can provide to Afghanistan will give impetus to peace, development of Afghanistan, and the prosperity of the people's lives. On behalf of the Chinese government and the Chinese delegation, I would like to express sincere appreciation to President Ghani and the government of Afghanistan, and express our friendly sentiments to the people of Afghanistan. Thank you!"

In this regard, last year the Republic of China pledged 3,000 scholarships to us; today, the Vice President pledged an additional 500 scholarships. Based on this, more attention will be paid to our primary objective, which is job creation. We must possess the capacities to utilize the foundations of the country for the development and prosperity of the homeland, Inshallah.

I will speak in detail about China and Afghanistan later so that no aspect of these issues remains unexplained. For now, this is sufficient.
