Dear compatriots, sisters, and brothers; Regarding yesterday's terrorist incident in Kabul city, which resulted in the martyrdom and injury of a number of our fellow citizens and caused significant financial damage to public infrastructure and private property, I offer my deepest sympathies and condolences to the great nation of Afghanistan, and specifically to the families of the victims. This was a truly savage and heinous act that brought mourning to our compatriots during the holy month of Ramadan.

Terrorism as an Anti-Human Phenomenon

Terrorism is an anti-human phenomenon that exploits the teachings of the holy religion of Islam to justify its barbaric acts and crimes against humanity. Our people have been victims of this phenomenon for years. However, our brave security and defense forces have engaged in direct combat with international terrorism, inflicting heavy casualties upon them. The enemy has lost the ability to face our security and defense forces in a fair, face-to-face fight.

The Frontline of Global Stability

Our courageous security and defense forces stand at the frontline of the global fight against international terrorism. For the sake of the stability of Afghanistan, the region, and the world, they carry out their righteous struggle against terrorist groups with full bravery and valor.

Exposing the Roots of the Conflict

Over the past three years, the Islamic Republic of Afghanistan has once again drawn the attention of the world and regional countries to the activities of international terrorism in our territory. Based on logic and evidence, we have proven to the world and the region that this war is imposed on the Afghan people, backed by powerful intelligence networks and state sponsors of terrorism. Today, the world not only accepts this righteous claim but also provides firm support to the Afghan government and our heroic security forces. Our international strategic partners have renewed their commitments to suppress terrorism and prevent their atrocities.

A Message to Sponsors of Terror

We have sent a clear message to the countries of the region and those who train, support, and use terrorism as a political tool for their own objectives. Both our nation and the international community are well aware of this reality.

Commitment to Peace vs. Rejection by Rebels

I thank the nation of Afghanistan for its firm support of the government's peace process. In recent years, we have repeatedly called upon the armed opposition to join peace talks, urging them to abandon violence, war, and hostility against the people, and to resolve their issues through negotiation. Our nation proved to the global community that the Afghan government has both the will for peace and the courage to make decisive authorities, a prime example being the successful peace negotiations between Hezb-e-Islami and the Afghan state.

The Failure of the Opposition during Ramadan

At the beginning of the holy month of Ramadan, the Afghan government, scholars, the High Peace Council, and our heroic nation called upon the armed opposition to stop harassing and massacring people out of respect for national and Islamic values. Unfortunately, mercenary terrorist groups and their masters spilled the blood of our oppressed citizens first in Khost, then Kandahar, and now in Kabul. At this stage, mere condemnation is not enough; the time has come for practical and more serious actions against these anti-human and anti-Islamic groups. The Afghan government will not hesitate to take any measure necessary to eradicate terrorism.

A Call for National Mobilization

Today, the opportunity for a vital national decision has arrived. It is clear that the system and government were created by the strong will of the nation and remain steadfast. I find it necessary to refer back to the nation for a collective mobilization and decisive action.

I call upon all Jihadi, tribal, political, and religious leaders, scholars, youth, sisters, and all strata of society to set aside all personal, organizational, and political differences. Step forward for a national, destiny-defining decision that your elected government and brave security forces will implement.

Identifying the Real Enemy

Those who respond negatively to the call for peace are trapped in the snares of foreigners and fight at their instigation. We must take a national stand against international terrorists who have no Afghan identity or roots, who use our pure soil to destabilize the region, and against those countries and intelligence networks behind this undeclared war.

Defending the Sacred Soil

Throughout history, the great nation of Afghanistan has defended this land against every tyrant, oppressor, and invader through its firm will and unity. Our great nation will never allow any terrorist group to use our sacred soil for their impure goals.

A Unified Front

I address the entire nation, scholars, political elders, the National Assembly, the press, and the youth: stand beside your elected government in this national mobilization and create a single, organized front against the enemies of Afghanistan. Your elected government has proven it stands against the enemy, and now, with your advice and national support, it will fight even more seriously.

After consultation with political, Jihadi, and tribal leaders, scholars, and elected representatives, the Afghan government will issue instructions to the security and defense forces, granting them specific special authorities to suppress terrorism based on the current situation.

In conclusion, I pray to the court of Almighty Allah for the highest paradise for all martyrs and for the full recovery of those injured in today’s incident.
